The plan envisions the existing Maui Mall retail complex to be eventually expanded in the future to embrace the continuance of Main Street up to the face of the existing mall building. The plan proposes to develop another pedestrian plaza at the Puunene Avenue side of the Maui Mall, creating a transition point from the existing mall area to the Main Street pedestrian promenade. This pedestrian plaza will occasionally act as a more formal venue for a farmers market or art fair.

Eventually, new retail space would be added fronting onto the main street area to provide continuity leading to the Town Center District. The plan proposes to evaluate the existing retail tenancies at Maui Mall to encourage the development of the stronger "entertainment center" image for the mall capitalizing on the existing theater complex with the addition of some restaurant venues and community oriented center stage events.

It would be envisioned that any work at Maui Mall be done as future phases of the project after the Town Center District has been constructed. This would allow the critical mass of new people living and working in the area to strengthen the entertainment portion of the existing Mall.
